Located on the edge of the Old New Castle historic district, a feasibility study was perform to determine the project's viability. Summit properties and PUMH proposed moderately priced senior housing to be financed using tax credits, county funds, and federal funds. This project would include 140 to 160 one and two bedroom apartments 650 s.f. to 1000 s.f. in size. On-site services would be kept to a minimum because a county-run Senior Center was planned to be built on a connecting street.
